Add quinoa and water to a pot. Bring to a boil, then reduce heat, cover, and simmer for 12–15 minutes or until water is absorbed. Remove from heat and let cool.
Fluff quinoa with a fork and transfer to a large bowl.
Add parsley, mint, tomatoes, cucumber, green onions, garlic, and lemon zest to the bowl.
In a small jar or bowl, whisk together lemon juice, honey, olive oil, salt, and pepper.
Pour dressing over the quinoa mixture and toss until well combined.
Taste and adjust seasoning if needed. Chill before serving if desired.
